Charlene S. Allen is the Coordinator of Leadership Development in the Division of Human Resources and Development of the Howard County Public School System (MD). She provides oversight and support to all team initiatives and leads leadership pipeline professional learning programs in her office, including the Leadership Fellows Program.
In her former position as a professional and organizational development resource teacher, she facilitated cultural competence training for school teams and leaders and led the teacher induction program training for second-year educators, using Cultural Proficiency as both a framework and process for developing mindsets of equity, inclusion, high expectations, and cultural competence.
Charlene is an adjunct professor for McDaniel College in the Excellence and Equity in Education Master's program. She received her Bachelor's Degree in Mathematics from the University of FL (Gainesville), Master's Degree in Educational Leadership from Nova Southeastern University (Ft Lauderdale, FL), Master's Certificate in Mathematics Instructional Leadership from the University of MD Baltimore County, and is currently pursuing a Doctorate in Educational Leadership at Bowie State University in MD.
